noisy

Syntax: noisy \<character\>
Syntax: noisy temp \<character\>

'Noisy' allows a player to tell to you even when you are in quiet mode or if
that player is not allowed to use tell.

If 'noisy' has no arguments it will show people in your list with that flag
set.

If the first argument is 'temp' the flag will only last until you log out.

This command is a toggle.
